Overview of ILGS MDT Training Programme


1.1.1        Course Description

The Certificate Programme is an educational opportunity for local government administrators and managers to enhance their skills and to enable them to acquire requisite professional designation. The Programme is tailored to address the unique challenges of MMDAs in Ghana and responds to the professional requirements of the Local Government Service staff. It emphasises the blend of theory and practice leading to skills enhancement through experience sharing, seminar and project work. It is targeted at staff who have worked for 4 yearsand are progressing towards mid-career positions.

The programme is structured as follows;

  • Four (4) weeks of interactive training sessions and
  • Four (4) weeks of project work relevant to the participants’ professional area.


1.1.2        Rationale

Staff of the Local Government Service are increasingly faced with challenges including, requirements to meet organizational standards, operational efficiency, and service delivery responsibilities. The Certificate Programme provides opportunities for participants to increase their knowledge of the political and organisational dynamics of local government in Ghana, as well as simple tools for effective change management.

The specific objectives of the Certificate Programme include:

  • Increase participants’ understanding of the structure and processes of local government institutions
  • Promote high ethical standards in local government service delivery
  • Develop new skills that can be applied for improved job performance
  • Create platform for learning and building networks for professional support

1.1.3        Learning Outcomes

By the end of the Programme, participants should be able to:

  1. Apply the concepts and theoretical underpinnings of decentralization and local government
  2. Acquaint themselves with the organizational and ethical standards of the local government sector

1.1.5        Target Group

The course is designed for professional category of staff of the LGS who are primarily career beginners navigating into mid-career management positions. It is a mandatory training for all levels of staff who have been in the Service between 2 and 4 years.

1.2.1        Programme Description

The Diploma Programme is designed to meet the capacity gaps and career development goals of mid-career professionals in the LGS and suitable for staff seeking to acquire a respected qualification to improve their job skills. It is in response to the challenges and opportunities pertaining to local governance with emphasis on the transfer of appropriate skills, knowledge and attitudes relating to working culture in local administration. It combines theory and practice and is aimed at deepening the experience of participants in related fields of study through lectures, internship, experience sharing, project work and presentation.

The programme is structured as follows;

  • Six (6) weeks of interactive training sessions and
  • Two (4) weeks of project work relevant to the participants’ professional area.

1.2.2        Rationale

The Local Government Service Staff in the discharge of their duties are increasingly faced with emerging challenges and for them to be effective, it is important that they are abreast with trends in modern local government practices. The Diploma Programme is best suited for staff who are seeking to move from mid-career positions into senior management roles within the LGS. In these circumstances, staff are required to demonstrate depth of the local government system and be able to take up leadership role by employing appropriate management tools. They should be equipped to carry out their duties in an efficient and ethical manner. This is critical for promoting local and national development. This programme will equip participants to become effective leaders by exposing them to critical managerial tools to enable them to develop strategic approaches for quality service delivery.

1.3.1        Programme Description

There are five broad categories of functions performed by local governments namely, governance at the local level functions; development functions; service provision functions; forward planning functions; and financial mobilization functions. These functions impose some obligations on local government staff, particularly those who occupy senior management positions. They are required to provide quality leadership that will ensure effective performance.

The programme is designed to provide participants with innovative strategies to address local governance challenges. It is to build the capacity of participants in functional areas to be consistent, coherent and relevant to organisational goals and objectives. The programme emphasises a blend of theory and practice, innovation, decision making tools, research and presentation skills, etc that are critical to effective functioning of the MMDAs.

1.3.2        Rationale

MMDAs (in Local Government Act 462 of 1993) are given the mandate to provide important services in their areas of jurisdiction. The delivery of local services must be done in concert and harmony with the aspiration of stakeholders. The ability of MMDAs to fulfill this mandate depends largely on the quality of leadership. It is essentially the role of officers in senior management position to give directions in the conduct of these activities so that organizational objectives are met. They should therefore clearly understand their roles and adopt innovative and functional strategies.

1.4.1        Course Description

Decentralisation requires development of local capacities to perform the functions and responsibilities that have been transferred to local authorities. Managers of MMDAs must possess leadership qualities that will enable them to exercise competence, effectively manage resources, engage the local people and achieve high standards of service delivery. They must have a culture of commitment and creating opportunities for localities to prosper. To be able to do so Senior Executives of MMDAs must be provided with on-the-job training to enable them act as mentors to their staff.

The Executive Programme is tailored to address gaps and maintain currency with trends in local governance. It is designed to provide hands-on learning experiences to help top level executives to address emerging demands of the environment.

The programme emphasises team building and provides room for high quality discussion of comparative analysis of policies and practices in local governance. The programme is interactive, and allows facilitators and participants to work together on real-life cases and to learn from each other. The programme is not linked to any formal qualifications but designed to support Senior Executive Officers in their work practices.

1.4.2        Rationale

Local government senior executives face greater demands from a very sophisticated public today than any time in recent decades as result of emerging public demands for accelerated development and accountability. To exercise effective leadership in this difficult environment, local government top officials need the knowledge and skills to develop creative solutions under tight constraints and increased public scrutiny. Specifically, this programme is to enable participants to become more effective local government managers by:

  • Challenging assumptions about how to exercise leadership in MMDAs
  • Developing new conceptual frameworks for addressing policy issues
  • Examining innovative partnerships and new models of collaborative governance
  • Exploring the relationship between citizens and their government
  • Understanding the behavioural dimensions of decision making
  • Exchanging ideas with experienced resource persons and a diverse group of colleagues

1.4.3        The Learning Model

Participants will analyze and discuss cases selected to facilitate insight into a wide array of strategic management and leadership issues. Each case is real-life situation that stimulates participants to think through problem-solving methods and possible solutions. The programme encourages participants to work on their own and others’ cases based on critical issues in their localities. This activity serves to bridge the gap between conceptual learning and real-life experience.
